Bio

Jeff Sloan is a founding partner of Sloan Sakai Yeung & Wong, LLP, serving public sector and nonprofit agencies in labor, employment and government law.  A labor lawyer for 45 years, his work includes writ, appellate and injunction litigation; administrative proceedings before the California Public Employment Relations Board (PERB), National Labor Relations Board, California Office of Administrative Law, and other administrative tribunals; arbitration; labor negotiations; personnel investigations; training; and labor negotiations on behalf of public sector and nonprofit employers in their work with unions representing employees in all areas of work – crafts, general, clerical, supervisory, managerial, and professional employees; K-12 teachers and professors in higher education; police officers and firefighters; attorneys; and physicians, nurses, and mental health care providers.

In his prior stints in public service, Jeff served in two Governor-appointed positions: PERB General Counsel and Counsel to the PERB Chairman. In his work as PERB’s General Counsel, he managed thousands of investigations into allegations of labor law violations, and handled or supervised PERB’s complex litigation and injunctions in California’s various Superior Courts, Courts of Appeal and the Supreme Court. As Counsel to the Chairman of PERB, he was legal advisor on a broad range of public sector labor law issues and drafted formal decisions issued by PERB in its formative years. Before founding Sloan Sakai Yeung & Wong, Jeff was name partner in a labor and employment law boutique firm representing private and public employers; managing partner of the San Francisco office of a major public sector law firm based in Los Angeles; and originally, an associate in a San Francisco-based law firm that represented public and private sector unions.

A perennial “SuperLawyer” as designated by his peers, Jeff was named by the Daily Journal as one of the 25 most influential public sector lawyers in California in 2012 and 2013. In appellate litigation, he has represented PERB and public employers in over 35 cases that resulted in published (precedential) decisions from the California Court of Appeal and Supreme Court on a wide variety of labor law developments.  Jeff is an original co-author of the key public sector treatise, California Public Sector Labor Relations (LexisNexis); co-author of Conducting Effective Personnel Investigations: A Manual for California Public Employers (6th Ed., 2022); and author of tens of articles on contemporary labor law issues.

Jeff is a member of the Board of Advisors for California Public Employee Relations (CPER), California’s number one resource for public sector employer/employee relations. He is also a sustaining member of the Association of Workplace Investigators, with membership in the Labor and Employment Law sections of the State Bar of California and the San Francisco Bar Association.
